This rebuild program was financed by First Union Rail and the units were leased back to NS until 2013

Work Done:
- New cab, nose, and control stand installed, original long hood retained w/ some modification
- Air conditioner installed
- Upgraded to Dash2 specifications
- DC generators in GP38s replaced with the AR10 alternators
- Extended range dynamic brake added to units that didn't already have it
- Long hood forward units changed to short hood forward

All units to FURX same number in 2014 except the scrapped NS 5531
